After the Old City Dump bluff face was removed, work started on building the retaining wall.  Pilings were started on the far East end of dump.  Because fall storms battered the equipment, work was stopped until 2007.  This photo was taken in Dec of 2006 after the contractor left the site.  It looks like the dump face was cut back to about a 45º angle for stability.  A mesh was placed over the dump face and was seeded.
