The attached is the Futurewise Pre Brief for the Western Board of Growth Management Hearing
The DCC Reply Brief was filed just prior to the Western Washington Growth Management Hearing Board Hearing of 11 March 2008.
This document gives a real sense of the issues as seen from the Coalition perspective. Be sure to read pages13, 14 and 15 of the brief if you read no others.
Dry Creek community began a revision of that portion of the Clallam County Comprehensive Plan relating to Dry Creek in early 2005.
Our plan update was submitted to Clallam County Department of Community Development in August 2006.
This Comprehensive Plan update was to have been placed upon the Clallam County Planning Commission Agenda for 2007.
Our Dry Creek update remains in limbo despite requests to Mr John Miller and Commissioner Mike Doherty requesting that they expedite the update.
Mr Miller and Commissioner Doherty have made no response to our letters to-date.

The DCC sent a letter to Mr Jeff Robb with copy to Port of Port Angeles Executive Director endorsing Sprint Boat racing on the Critchfield property and requesting that the port consider use of the property for community uses rather than the heavy industrial useage they desire. The letter states the various types of useage desired by DCC but does not signify endorsement by various interested organizations for their activities.
Meeting was held in the basement of the Dry Creek Grange on Friday, 2 May 2008 at the request of Mr Dan Morrison, Mr Randy Alderson, and Mr & Mrs Don Zozosky. This group proposes construction of a 2 acre water course for Sprint Boat races on the 113 acre Critchfield property owned by the Port of Port Angeles.
A group of neighbors and Coalition members discussed the Sprint Boat proposal and viewed DVD of actual events held in Washington State.
We were informed that the course utilized 3 foot deep by 15 foot wide water filled ditches for racing events.
Only two events were planned for the year, 5 July and 20 September 2008. Events would be held during daylight hours only.
Membership expressed concern for the wetlands of the Critchfield property and told the Sprint Boat representatives that we would not support flooding the race waterways with water from the Dry Creek and that we did not want adverse impact upon the wetland areas.
A poll of members indicated that DCC Board and community membership would support Sprint Boat races on the Critchfield property.
A letter would be drafted and sent to the Port of Port Angeles regarding our support.
Minutes of the DCC monthly Board meeting are contained below.

This Document is part of the Western Board of Growth Management Hearing regarding Laird’s East and West LAMIRD.
It is well worth the read to get the reasons for the Hearing from DCC standpoint. The issues stated in the Peninsula Daily News were not the real issues.
DCC and Futurewise request for a hearing by the Western Board of Growth Management was conducted on 11 March 2008 in Port Angeles.
The results of that hearing can be found below.

DCC Board Meeting Minutes for 9 January 2008
Five environmental groups have developed and sent a joint letter to the US Army Corps of Engineers requesting removal of the PA Dump retaining wall, a public hearing on toxic contaminants of the dump entering the Strait.
The joint letter is:
The following article discusses the toxicity of a city dump in Lebanon.
It contains 2,000,000 cubic yards of garbage. Port Angeles unlined garbage dump located on the bluff of the Strait is only half the size, 1,000,000 cubic yards.
The PA Dump toxicity is probably a lot greater since our “more modern” society learned to “live better through chemistry” at a much earlier time.
After you read this, ask yourself: “Why is the Port Angeles Dump one bit better?” The 1,000,000 cubic yards lies in ravines, with no lining and has been falling into the Strait for years.
Previous articles in this web site tell you how much tonnage of toxics lie in the Port Angeles Dump (unlined).
Next question to ask: “We are fortunate to have any fish in the area of the North Olympic Peninsula, given the amount of toxicity existing in dump materials leaching into the Strait?”
This is the Sidon article
This is the analysis of toxic materials lying in the Port Angeles unlined, 1,000,000 cubic yards of garbage.
This data comes from a review of records at the Clallam County Health Department and has been a matter of record since 2002 when the city made core sample assay of the materials in the old unlined garbage dump and contracted for analysis at STL in Seattle. This information has been sitting in archives for 5 years with not one person crying foul. YOUR TAX DOLLARS HARD AT WORK IN PROTECTING OUR GOOD HEALTH IN WASHINGTON STATE.
Our Dry Creek Petition to the Western Board of Growth Management Act will be heard on 11 March 2008, at the Port of Port Angeles Office Building, commencing at 9:00 am. Please be there to support your community.
This Notice of Hearing gives the details of the Growth Management Board hearing.
The following page announces the details of the Puget Sound Partnership Workshop at the Jamestown S’Klallam Tribal conference center on 7 March 2008.
This workshop is designed to provide input for the Master Plan for restoration of water quality and marine resources in the Strait/Puget Sound area by 2020.
The results of this workshop will become a portion of the Puget Sound Partnership input to the Washington State Legislature by September 2008.
The public is invited to comment at 5:30-7:30 pm at the same location.
