U S Army Corps of Engineers (USACE) finds construction activities by City of Port Angeles violate Clean Water Act.
DCC has asserted this fact for over a year with no response from the USACE Now they respond after the damage is done.
DCC continues to maintain that the “old” unlined section of the landfill must be removed and placed in toxic landfill storage.
Current landfill has huge quantities of toxic materials leaching into Dry Creek and the Strait of Juan de Fuca and will continue
to do so for the forseeable future.
The USACE letter is attached.USACEltrDumpIllegalDec07.pdf A second letter was issued by the USACE to the City of Port Angeles contractor admonishing the contractor to check permits for work within the USACE jurisdiction>

The following is a conservative analysis of toxic materials in the “old” unlined City of Port Angeles landfill which has been falling into the Strait of Juan de Fuca during winter storms.AnalysisPADumpToxic.pdf This data was taken from core samples drilled into the dump under the supervision of City of Port Angeles contractor, PARAMETRIX and analyzed under City of Port Angeles contract with STL a Seattle laboratory during the year 2002. The quantities of materials available for ground water leaching from that unlined dump are enormous. The following is DCC Testimony presented to the City of Port Angeles Planning Commission in October 2005. DCC position at that time was that the dump had to be removed in its entirety. This remains the DCC position. This picture was taken in 2005 prior to start of the shoreline work on the “old” landfill near the mouth of Dry Creek.

DCC sent a letter to POPA on 9 January 2007 disputing the results of the ALKAI Consultans, LLC report conducted for the POPA, dated 21 September 2006. The Alkai report delineated 2.7 acres of wetlands. DCC hired COOKE SCIENTIFIC of Seattle to conduct and independent wetland survey. This was done in January of 2007. Results of that survey showed 1/2 to 3/4 of the total 113 acres was legitimate wetland area. A full delineation was not done by DCC. Full delineation would likely have defined additional wetland area on the 113 acres.
DCC letter to POPA.

Beginning in 2004, the DCC Coalition developed a comprehensive plan for definition of degradation of the Dry Creek and its associated watershed which has occured over a long period of time.
Problems included:
- wetland preservation of 113 acre Critchfield Property,
- major erosion damage of Dry Creek waterway and Steelhead Salmon habitat resulting from Port of Port Angeles extension of the Fairchild Airport runway in 1992/1993),
- chemical and bacterial pollution of Dry Creek and waters of the Strait of Juan de Fuca resulting from leaching of City of Port Angeles landfill materials and stormwater runoff,
- monitoring water quality of Dry Creek from headwaters on Dry Hill to the mouth at Juan de Fuca.

This Web site will be updated with a large volume of correspondence, data and pictures resulting from the monitoring efforts of Coalition volunteers over the past 3 years. It will take an extended period of time to make this update. Stay tuned, it is a fascinating story of how degradation occurs slowly but surely until nature can no longer cope with the cumulative effects. The appended picture is that of Dry Creek erosion generated as a result of the runway extension, sending more than 200,000 cubic yards of gravel and debris down the one mile of Dry Creek spawning area.
